The public standard will follow verified operating capability. It will distinguish responsibilities clearly, preserve editorial independence, and make corrections or disputes traceable.

Roles, decision authority, documented reasons, escalation paths, and appeals handling are being defined before any journal program opens.

Reviewer selection, confidentiality, competing-interest checks, and editorial oversight are being specified as auditable operating rules.

Version history, corrections, withdrawals, authorship changes, and integrity concerns will follow documented record-keeping procedures.
